Dwarf Plumbago Ceratostigma plumbaginoides –
While though much of the year this groundcover sit there sleepily, in August it shines with a coat of beautiful blue blooms. It is a vivid true blue. Leaves are a bronzy green that turn more red as fall progresses. I have used in in shadier areas with much success but in full sun it is much more floriferous and less aggressive. It pairs perfectly with the Artemisia Powis Castle and Black and Blue Salvia. Dies back in the winter cut to ground to keep tidy appearance.
